Moodle™ Multi-Tenancy: Options for Running Multiple Organisations on One Platform

Moodle™ Multitenancy: Run Multiple Sites on One Instance

In short

How to run multiple organisations on one Moodle platform: Moodle Workplace tenants, IOMAD, category-based setups and separate sites compared, with how to choose.

Training companies, franchise networks, universities with partner colleges and corporate academies often need to serve many separate organisations from one Moodle™ platform: each with its own users, branding, courses and reports, but managed centrally. This is Moodle™ multi-tenancy. This guide explains what it means, the real options available today, and how to choose and set up the right one.

Quick answer: standard Moodle™ LMS does not include full multi-tenancy. The main options are Moodle™ Workplace (Moodle’s commercial edition with built-in tenants, available through Moodle™ Certified Partners), IOMAD (a free, open-source multi-tenant distribution based on Moodle™), a category-based setup in standard Moodle™ using course categories, cohorts, roles and category themes, or separate Moodle™ sites managed centrally. The right choice depends on how strictly tenants must be separated, how much branding and reporting each needs, and your budget.

What is Moodle™ multi-tenancy?

Multi-tenancy is the ability to run multiple virtual Moodle™ sites on one Moodle™ installation. Each tenant (for example a client company, school or department) can have:

  • Its own users who cannot see other tenants’ users
  • Its own courses, or shared courses from a central catalogue
  • Its own branding: logo, colours, theme and sometimes domain
  • Its own administrators and managers
  • Its own reports and certificates

The provider manages the platform, plugins, upgrades and shared content once, instead of maintaining many separate sites.

Example: a commercial training company creates courses and sells them to many client companies. It does not want to run and upgrade a separate Moodle™ for every client, but each client must only see its own staff, and each client’s manager needs their own reports.

Option 1: Moodle™ Workplace

Moodle™ Workplace builds on Moodle™ LMS with features for workplace learning, including multi-tenancy, learning programs and certifications, dynamic rules, organisational structure, custom reports and migration tools. Tenants can have their own branding, login page and administrators while sharing the platform. It is sold and hosted through Moodle™ Certified Partners and Moodle™ HQ.

Choose it when you want a supported, commercial product with tenant features and workplace learning tools out of the box.

Option 2: IOMAD

IOMAD is a free, open-source multi-tenant distribution based on Moodle™, widely used by training companies. It lets you create companies with their own users, managers, departments, branding and licence allocations for courses, along with company-level reporting.

Choose it when you need strong multi-tenant features for selling training to many organisations without licence fees, and you have technical support available. Check that the IOMAD release matches the Moodle™ version you plan to run.

Option 3: A category-based setup in standard Moodle™ LMS

Without a multi-tenant edition, you can approximate tenants in Moodle™ LMS:

  • Course categories per tenant, with category-level manager roles
  • Cohorts per tenant, synchronised to courses
  • Separate groups in shared courses so learners only see their own organisation
  • Category themes (when allowed in site settings) for basic per-tenant branding
  • Custom user profile fields to record each user’s organisation, used in reports and enrolment rules
  • Custom reports filtered by organisation

Limitations: users can still appear in site-wide lists to some roles, branding options are limited, and configuration must be managed carefully. This works best when tenants trust each other or separation needs are modest.

Option 4: Separate Moodle™ sites

Running a separate Moodle™ site per client gives complete separation and independent configuration. The trade-off is maintenance: every site needs upgrades, plugin updates, monitoring and backups. Automation (shared code deployment, configuration scripts and centralised monitoring) makes this manageable at small to medium scale.

How to choose the right approach

  1. How strict must separation be? Regulatory or contractual requirements may favour Workplace, IOMAD or separate sites.
  2. How much branding does each tenant need? Logo and colours only, or a full custom theme and domain?
  3. Who manages users? Will tenant managers create users, enrol learners and view reports themselves?
  4. Do tenants share courses? A central catalogue with licences favours IOMAD or Workplace.
  5. How many tenants will you have? Dozens or hundreds of tenants make separate sites costly.
  6. What is your budget for licences, hosting and support?

Technical considerations

  • Performance: one platform serving many tenants needs proper caching (Redis), database tuning and load testing. See our guide to Moodle™ vs custom LMS scalability.
  • Authentication: tenants may need their own SSO (SAML, OAuth 2 or Microsoft Entra ID); plan how logins map to tenants.
  • Plugins: confirm third-party plugins work correctly with your multi-tenant approach.
  • Upgrades: test upgrades on staging with realistic tenant data.
  • Reporting and privacy: make sure reports, exports and GDPR requests respect tenant boundaries.

Frequently asked questions

Does Moodle™ support multi-tenancy? Standard Moodle™ LMS does not include full multi-tenancy. Moodle™ Workplace includes it, and IOMAD is an open-source multi-tenant distribution based on Moodle™.

What is IOMAD? A free, open-source version of Moodle™ designed for multi-tenancy, where each company has its own users, managers, branding and course licences.

Can each tenant have its own domain or branding? Moodle™ Workplace and IOMAD support per-tenant branding; custom domains depend on the solution and hosting setup.

Is multi-tenancy better than separate Moodle™ sites? It is easier to manage at scale and allows shared courses and reporting. Separate sites give stronger isolation but cost more to maintain.
